The Rigs to Reefs program in the U.S. was established in 1984 to promote the growth of reefs on
decommissioned offshore oil and gas platforms. While this program is generally popular with fishermen and the
oil industry, there are still certain groups who are in opposition of this practice. Hidden Life is an exploration of
the controversy behind the Rigs to Reefs program in California.
